Hainan Post Bureau was formally established on December 28th, 1998. As a public enterprise, it carries out the duel leadership system, with principal State Post Bureau's leadership and subsidiary local government's leadership. Hainan Post is responsible for planning, construction and operation of the whole province's postal network, providing universal postal service to all citizens and authorized by the State Post Bureau, administers local post industry.

　　Currently Hainan Post has 8 divisions in the headquarters and manages 8 units directly under it and post bureaus in 19 cities and counties in Hainan. Hainan Post has 4260 employees；assets total RMB1.186 billion yuan；business revenue reaches RMB343 million yuan；all-staff labor productivity reaches 80.8 thousand yuan.

　　Hainan Post operates the following different kinds of services: the first is delivering services, including letters, parcels, EMS and subscription of Newspapers and periodicals; the second is financial services, mainly including postal savings, remittance, commissioned insurance service; the third is philately service which is mainly philatelic stamps, including brochures, cards, folder, envelope and other philatelic items; the fourth is modern postal logistics. The fifth is kinds of commissioned services.

　　Hainan is an experimental province of national postal modernization. Since the establishment of the province, especially since Hainan Post ran as a self-financing operator, Hainan postal sector has been persisting in the development strategy of promoting the modernization of postal services by utilizing the science and technology, aiming at the most advanced technologies in the world, speeding up construction, so that finished building the physical distribution network and information exchange network of certain scale.

　　As for physical distribution network, there are 163 postal routes totaling 36 thousand kilometers. The self-run postal routes from provincial capital to all cities and counties reach 100%; newspapers of the province and central party to every county seat and main towns along the way realizes intraday delivery. Postal operating area accumulates 176.2 thousand square kilometers and postal trucks total 344. There are 536 postal service outlets, among which 105 are computerized. The average area of service coverage is 62.1 square kilometers and the average population of service coverage is 14 thousand. All the 336 postal savings outlets are connected to the computer network of the state postal savings. Haikou automatic parcel sorting system has been completed; Haikou postal hub building has been built and enhanced. Hainan Post takes the lead in carrying out centralization bureau system in the country, and delivering with containers in the provincial postal trunks, as to form a postal physical distribution network of reasonable arrangement, advanced technology and complete functions.

　　As for information network, Hainan postal computer network, postal financing computer system and electronic postal system have been constructed. In the integrated computer network, currently 6 subsystems have been applied, such as postage stamps management system, system of newspapers and periodicals distribution, electronic remittance system, tracking and tracing system of EMS mails, video-phone system and 11185 service system. In the financing computer system, postal savings, green card and inter-trade services have been opened and 11185 service and mixed mail service are provided through electronic postal system.

　　Meanwhile, Hainan Post adheres to the basic policy of developing spirit civilization as well as material civilization. Hainan post struggles to carry out civilization activities and continuously improve the enterprise's image. As a result, by 2003, 100% of the postal bureaus in cities and counties in Hainan province had been praised as civilization units at city and county level and 75% of them had been chosen as civilization units at province level. In addition, Postal Distribution Bureau of Hainan Province was granted "national advanced unit of building spirit civilization" while Postal Bureau of Sanya City was given the praise of "national advanced unit of building civilization sector".
